PALLIATIVE CARE IN ONCOLOGY - RUSSIA

The conference dedicated to the 15th anniversary of the Kemerovo Regional Hospice was held on April, 9-10, 2009 in the city of Kemerovo, Russia. The conference was supported by the Governor of the Kemerovo Region, Aman G. Tuleyev, and the Department of Public Health Care of the Kemerovo Region. IAHPC provided Kemerove Regional Hospice with a certificate of recognition for its support of the development of hospice and palliative care in Russia.
The goals of the conference were to review the current state of development of palliative care in oncology, discuss new organizational methodologies and medical care advances that improve the quality of life of terminally ill cancer patients in the Kemerovo Region, and in Russia.
Two hundred forty six delegates from various regions of Russia, Great Britain, and the USA participated in the conference. Notes of congratulations for the outstanding progress and dedicated work of the Kemerovo Regional Hospice and participants of the conference were sent from throughout the Russia and the world.
By order of the Governor of the Kemerovo Region, and a Decision of the Board of Administration of the Kemerovo Region for the long-term, Olga Berezikova, the Chief Doctor of the Kemerovo Regional Hospice, was awarded the medal “For Service to Kuzbass” for her dedicated, and honest work and remarkable progress in advancing palliative care in the Kemerovo Region. A medal “For Belief and Kindness” was delivered to hospice employees T. Kuznetsova, V. Larionov, L. Pelevina, L. Sidorova, V. Skorlygina, and also to M. Gill (UK) and O. Usenko (USA).
Among the main topics discussed in the conference were: the difficulties that confront the further development of palliative care for cancer patients; the level of palliative and hospice care development in the various regions of Russia; the medical and social importance of the chronic pain relief problem; problems facing the delivery of opioids; legal aspects of palliative care and other topics.
Vadim E. Novikov, the Assistant to the Governor of the Kemerovo region, met the delegates of the conference and expressed his appreciation for the professional level of development of palliative care in the region. He assured those in attendance that the administration of the Kemerovo region will support to the fullest extent possible further improvement of palliative and hospice care services in the Kemerovo region in order to improve the quality of life for the citizens of the Kemerovo region.
The delegates of the conference were given the opportunity to examine the conditions of patients at the hospice and the working conditions for employees, the work of the organizational-methodical office, and also they had an opportunity to get acquainted with patients and with each other in order to exchange opinions.
The delegates discussed the Resolution of the conference and accepted the final draft with its amendments. George A. Novikov, the Chairman of the Associations of Palliative Medicine, assured the delegates that the Resolution will be forwarded for further consideration to the State Duma of the Federal Meeting of the Russian Federation, to the Government of the Russian Federation, and to the Ministry and Regional Departments of Public Health.
Finally, the Administration of the Kirovsky District, where the hospice is located, organized a charitable concert to celebrate the 15th anniversary of the founding of the Kemerovo Regional Hospice.
